Many organizations call the Application Development Manager role the “Technical Lead” because the term, “Manager” carries a notion of HR responsibility or management oversight.

Some organizations face a situation where several programs or trains are working together in a common value stream. In this case, there is value in decomposing this role into a Solution Architect role, which focuses on the Value Stream level and a System Architect role which focuses on a program or train level.
